cat with grown in nail

my daughter brought her cat over to show me her paw , she is about 7 mounths old and has seven toes but one of the toes is growing into the pad of the toe in a loop it looks like it has been like that for a while and doesn't seem to bother her. is it safe to cut a nail like that.

Hi,

From the description it sounds like the nail is grown over and into the foot pad. The nail should be removed by a vet because we don't know how far the nail has grown into the pad or if there is an infection.
