This is because of the owners!! Not the dogs!! The humane society has issued a report stating this. It's sad the ignorance in the world. The dog most likely to bite you is a dachshund. The second is a chihuahua. These have have owner characteristics. Like not allowing their dogs to be around people or other dogs. Thus creating antisocial characteristics.
