responsible dog ownership

I am a dog Trainer and own 7 dogs of my own. I have 4 German Shepherds,an Australian Shepherd/Collie mix, a Great Pyrenees and an Ausralian Cattle dog, which is the same as a Blue Heeler. A little more than a week ago 2 of my German Shepherds were attacked by a vicious Pitbull. I don't use the word vicious lightly. This dog did a silent attack and went for the under belly first. She wanted to kill my dogs. Fortunately between my 2 dogs, me, and the fact that the dog was over weight, my dogs only suffered minor injuries (amounting to an over $700.00 vet bill). I do not blame the dog I blame the owner. I have to walk by her house often and her dog will go crazy attacking the fence to get to my dog/dogs the owner just watches her aggressive behavior and does nothing to interfere. My dogs on the other hand are well trained, social dogs who can all go to dog parks, dog shows, and dog day cares without incident. There are times when a dog is badly bred or sick that can be aggressive, despite all efforts to tame, but that is seldom the case. We need to get the laws to be strict to punish irresponsible owners not the dogs themselves, who's very existence is at our disposal.We humans have created the problem and then want to punish the dog for the very thing that we created.
